English Local Authorities Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a recent study of local authorities, English councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to manage growing financial challenges.”

Specific Examples of Planned Sales

Medway Council in Kent announced its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will have to raise council taxes next spring to cover the rising cost of essential services, increased rates of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

A survey of county councils this week further found local finances being stretched by the increasing figures of children and adults needing special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the study.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the extent of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey found.
